Acc lvl3 perk is not working

Game mode: Online private
Type of issue: bug, lvl3 acc perk (+10% damage bonus for throwing weapons) is not wporking
Server type: pvp
Region: EU

Lvl3 perk (+10% bonus damage for throwing weapons) have no effect, same damage 10 acc and 30 acc (~43 from dragon throwing dart)

No mods, in same time i tested it on local server. Same effect
