Admin Panel bug "Thirsty" Bug still exists when you click "NoBuildingCosts"

Bug Description:

Click on the word “NoBuildingCosts” still triggers the “Thirsty” option in the Admin Panel.

As far as I know, this is not a mod issue.

Steps to Reproduce:

Please provide a step-by-step process of how the bug can be reproduced. Please be as detailed as possible; the more details, the easier it will be for us to find and fix the bug:

  1. Make yourself an admin and go to the Admin Panel.
  2. Click on the words “No BuildingCosts” and get message you are thirsty.
  3. See the bug is still there.
  4. (As an aside, this isn’t really no building costs, but is actually letting you place an item from your bar without it removing the bar.)
