In Conan world, Beggars had quite a role. But there are not Beggars in the cities of Exiled Land. It seems unfitting.
They have a role in the exiled lands.

You will also notice there are no children, and yet childhood played a significant role in most character’s lives. The setting is a microcosm with most of the veneers of community and decency stripped off
The Exiled Lands and Siptah are horrific, murderously brutal places. The majority of locations are full of blood drunk fiends who immediately attack anyone not of their gang/faction. Beggars would not live long in such a place.
Unless, of course, all those Fighter and Archer NPCs, when not engaged in violence, are beggars… Especially the low tier ones.
Then again, why be a beggar when you can extort for coin?
Besides, what would the players do in an Age of Begging?
Sit passively and wait for someone to give them loot?
Use new emotes for squirm on the ground and importune pitifully while a tiger or Serpent man guts them?
While very lore friendly for something more on an MMORPG side of things, with bigger cities and societies… In the specific here, it may not work well.
Yes, they are all poor! Look at the pirates who should keep the stolen treasures in the chests. Where are they? There is some rubbish in the chests… and they themselves are ragamuffins. What are their captains wearing? Where are the camisoles, cocked hats, tobacco pipes and parrots on the shoulders?))) The same ragamuffins.
Even the Stygians, despite their external gloss, are just as poor, and besides, greedy.
The Exiled Lands and the Isle of Siptah is where if you have coin, it will be taken. If you have food, it will be taken. Even water will be taken. If you have no wealth, food, or water… then your flesh will be taken. And even after all that, when you are stripped to your bones. Your soul will be snuffed out in a blasphemous ritual.
