This is the fundamental issue.
The only standout feature in Conan Exiles is your ability to build castles and amass treasure hordes. Outside of its IP, it’s the most defining and successful aspect of the game. There is a reason why the vast majority of post launch content has revolved around building.
Survival has been reduced to nothing, PVE replayability is tied solely to RNG, and PVP combat has always been at best middling. However, if you want to build an epic castle, fill it with treasures, train and equip an army to defend your spoils CE delivers in spades. The purge mechanic means even non PVP players can enjoy defending their creations from the barbarous hordes.
Instead of balancing to enable that power fantasy in PVP the devs treat the game like it’s one of those “one life one adventure” sandbox games, where dying and retrying is the name of the game. That doesn’t work here. It emphasizes the worst parts of CE as a game. You can boost rates all you want to try and hide it, it still bleeds through.
Due to balancing and moderation decisions, the most optimal strategy in official PVP is to not interact with CE’s most successful and defining feature, and to punish ruthlessly those who try to. That is stupid.
