i understand your point due to the fact of how the game could run with PS5, althouhg there are problems with some bases in any official pve server, there is always the douchbag, quite a lot of people are aware and they will make changes when properly engaging with them, with the experience you could achieve that, there is a reason funcom has not set rules regarding number of blocks or uilding parts and or placeable , there is a reason they have not said no more than X ammount of bases.
what we do is to try talk to people some will listen some will not, what WE WILL NOT DO , is use the report system against someone because of bad karma first, and second, people interpretation of rules is different, a problem brought by the lack of total clarity about what you can and cannot do, it is for funcom to set up limits, it is NOT the player job to set it, i could only agree reporting in the case of somethiung explicity done agains the rules, such as blocking an obelisk or not allowing people access to content , like walling a dungeon or an important area, doing it just because you dont like someone (most of the cases is simply wrong) when funcom adds limits (that can be disabled by private server owners) then things will improve. funcom sadly is just implementing a “rat” policy to have players act as police. (not our role), encouraging a snitching culture will only bring grievance to funcom and to the players.

you are totally correct, yet we have no way to measure what is OK and what is not (performance wise), i try to build in ways that does not affect the server, or affect it as little as possible, i could gladly share my experience on how build in a more sensitive way, here are some tips if you guys feel there are more, please complement.
- have your main storage area far, out of the way, in a remote location of the map, storage full of items LAGS server.
- careful with the use of anything that adds animation, contrary to what people believe, this affects more the client than the server, so low FPS could be not on server side but in your client, things like torches with fire animation, benches with thralls on them will cause stress into your video card, how to test this? single player, you can tell that with a lot of them will lower your FPS dramtatically, yet it will be not enough to bring down server , specially on good pcs.
- do not pack anything in the single area : this is controversial as it will take more land, (will usually save performance, but it could hurt others when wanting to build in the same area. the use of different buildings separated by at least half of the render distance, will usually be more friendly to clients, as how the game works now, benches and stuff like that needs to be at close to load up on clients (an optimization done by funcom at several patches ago)
- use of placeables needs to be done with care, do not abuse adding hundreds of them in a base, as it will hurt performance by a lot.
- the issue comes with several people are in a server in different locations, making them active zone, reason why official servers can cope with more than 25 people online.
i do believe funcom has silently pushed gportal to upgrade hardware, (funcom if you did ANNOUNCE IT, ) we can tell our ip address changed, meaning server could have been moved, we can tell perfomance improved , not a ton , but server is more responsive.
