Are the avatars active at the moment on the island of Siptah?

I’ve been on the same official siptah server since the first day. we have a couple of temples at lvl 2. with enough coins to go up to level 3 and summon. We don’t have it because on the server there are several large tribes but no one has t3 temples. Is it because they are not active?
