Back to super low (pre U2.2) T4 skill thrall spawn from Leyshrine Surge?

Leyshrine T4 skill thrall are back to pre update 2.2 drop rates. I don’t know if this is a bug or intended. For a few days, drop rates were increased significantly. Now, back to pre 2.2.

Please provide a step-by-step process of how the bug can be reproduced. The more details you provide us with the easier it will be for us to find and fix the bug:

  1. Farm Leyshrine surge
  2. Note very low T4 skill thrall drop rate
