Base stats to low lvl 1 and lvl 60 shouldn’t share same base stats

I feel problem with this game base stats to low and force everyone pin whole builds.

Base stats should cover all basic needs of content outside of dungeons.

Then u build into rolls, tanks and to dps builds.

Tank needs max hp, max stam and max encuberance to take most punishment hard kill but damage does be low.

Remove one stats changes and should change roll.

Armor damage reduction should tied to weight stamina drain be tied to light, medium and heavy.
