I completed level 32 in the Battle Pass and it should have granted me the long lasting torch. I logged out to reset and it still never appeared in the ancestral library.
I think it has the same requirements as the Torch you can unlock, they are both handcrafted 
Not sure if you need the torch unlocked in order to craft the lasting torch which has a burn time of… P2W!!! 40 minutes
