Bug Description:

Bazaar items not available in offline mode!

Bug Reproduction:

Buy Bazaar items in online mode, switch to offline mode.

I don’t know if this is by design but I can use DLC items bought from the Steam store offline. I cannot use Bazaar items offline. So I basically paid money for nothing.
