When over-encumbered, you can dodge and move at full speed.
You, in fact, don’t roll at full speed. Why, yes, it does let you roll, but it is the slow, fat roll for being encumbered. Update the description or allow a player with the perk to still at least medium roll.
Did i mention i used this on new content? Sometimes i roll twice to dodge incoming.

2 different sentences, no lie here.
No you cannot dodge full speed, you don’t regenerate stamina as fast and you cannot charge speed attack while over encumbered. Which is absolutely correct .

All true and i dont have charge attack. Never use it. I run , roll to dodge and continue
It was removed because somehow it could be glitched and abused in PvP 
. Yet back then we couldn’t roll full encumbered.
So we got this roll and speed attack removed
