So I was running around boss hunting with a clanmate earlier and my arrows seemed to not be hitting under certain circumstances. I would be aiming right at an enemy and I would see the arrow fly through them and even ricochet after but not hit. This only seemed to happen whenever my clanmate would hit the enemy and cause them to stagger, so when they staggered their hitbox would disappear or maybe just get drastically smaller or something to not register my arrows hitting. When my buddy was not attacking all my arrows seemed to hit fine.
