Cannibal Brute Leveling Bug

I spawned in many Thralls for testing and leveling. One of which is the Cannibal Brute (ID: Darfari_Cannibals_Fighter_4_Darfari) I spawn in 7 different ones and all of them display zero percent chance in growth for all categories. This was persistent even after reloading the game. I was able to level one up to level ten with admin command “LevelFollowerUpTo 20” I have attached screenshots below. Can anyone else confirm what I am seeing? It appears that this one may have missed its training day for the new leveling features.
