Combat Timer for building during raids and maproom teleporting during raids

An easy solution to the infuriating meta of spamming buildings when being raided. A prime example of this meta right now is the gutter base design, as soon as you destroy fence foundation stacked doors, the enemy will just put another 10 doors down or doorways. This leads to spending way more bombs than intended for the raid.
My solution is just to add a timer that goes on for maybe 10 minutes, in which buildings cannot be placed in the vicinity of the damaged building piece. Of course this will have to be attuned to explosives/trebuchets, so melee damage will have to be distinguished from conventional siege mechanics.
A second suggestion that is tied to the combat timer is a similar system for the maproom. Many times my clan has raided a base for hours, finally gotten in to find the enemy clan has used encumbrance builds to teleport to an obelisk via the maproom inside their base. Again, if damage is dealt by explosives or trebuchets in the vicinity of a maproom, it should not be able to be used to teleport whatsoever.
