I started client to play on my live server, I got wrong version on one of the mods. Checked workshop and there was update to one mod. Checked log file on server, it say there was nothing to update. Restarted server manually to get the update. So it seems that check is not perfect.

There is a mod that allows you to implement it, look at the steam.

I do not think there is a mod to weaken thralls and pets and not the monsters. Besides, a server setting would be more eloquent.
