Expiring Decay Timers On Servers That Can Not Be Accessed Reliably
Bug Reproduction:
I was able to access the server intermittantly during daylight hours and observed many builds about to expire due to inability of players to reliably access the server. Since this is an issue out of the control of the players Funcom needs to shut decay off on all these servers until the problem is solved.
