Hello, could anyone tell me what is the point of decorative wartime paintings once created?
Just to look pretty on a piece of paper?
I think it still might be bugged, actually I just came here to see if it’s been fixed yet, so I guess this post answers my question.
And that also answers my question, that it does not serve any purpose. More and more weird this game in the long run …

Oh, I thought the decorative is that the one you apply is that this special tribe then is friendly to you. 
Cannot try because applying is not possible…
