Dismantle of lvl 3 black ice reinforced building piece (fully fixed/full hp) gives only 1 insulated wood and 1 steel reinforced.

1.Dismantle any lvl 3 ice-reinforced piece of building
2. get 1 insulated wood + 1 reinforced iron
