it’s not a downvote , it’s a “support vote” you can look up on his profile if you want to know the full story , just search in his most liked response ( especially the “long overdue apology” response one and his “this is not reportable now ?” topic ) and you’ll get that it’s his way to say I’m sorry for you

No he is entitled too vote how he wishes I didn’t realize as it always shows a frouny face for me so I didn’t know nor was I meaning to be rude or nor would I report him he didn’t do anything wrong.

I didn’t meant for you to report him, if you click on the frowny face reaction, then click on his profile picture, then click on his name , you can open up his profile , from there you can look at his most liked response and his most liked topic , one of his most liked response in the topic named " a mea culpa that is long overdue " explain a lot of your question , and this topic was created in response to one of his most liked topic " this isn’t reportable now… ? " that gives a better understanding his story , that’s all
