I’m saying a chance to drop. Dragon Powder isn’t difficult to make. Its just annoying to make.
So if there was a 12% chance to drop 1 Dragon powder that’s not exactly game breaking

Perhaps not. But for pve and PVE-c it could be used for Warpaint. Since bombs are useless to us
i don’t get how one guaranteed dragonpowder is too much. You can farm one dragonpowder easily.
Bases drops from any t3 bearer, in stacks. Or mere coins would do the job. Steelfire requires any leather, and brimstone.
Crystals come in packs and demon blood can be gathered from any low level imp.
Why wouldn’t a dragon drop it?
First of all you kill dragons because you like to kill them . They are highly challenging foes and I prefer them the most . It is really nice that they exist to different map locations , isolated , especially on the North , because some PvP servers are very populated and you couldn’t farm dragons if they exist in one area only . Dragon horns are very useful in PvP because they give you dragon bone weapons and is a safe tactick for equipping your guard thralls . They make good damage and if someone kill your guards and steal them practically you loose nothing . The game is fixed for all the types of gaming and it is almost perfect . Almost . However I agree to your proposition for higher loot from them . I would love to loot the torch from all the dragons .
Yes, i don’t disagree that the loot in them is highly useful. However, smaller dragons offer the same rewards, for a fraction of the effort.
At this moment, they feel less important than even world bosses, which grant one legendary weapon.

So… I watched firespark81 videos that showed how to practically cheese dragons with a climbing spot. I know of only one climbing spot near the white dragon, and that is an iffy. I switched from PvE to PvP because of the cheesing with indestructibles was too easy.
I just kill the hatchlings, and that is enough for my solo play. Yes, I give my thralls dragonbone. I now have enough to survive the purges unless a group of T4s decide to attack.
From a game design perspective it should be about risk/cost vs reward.
If there’s no reward for killing dragons (other than personal satisfaction), then people are not likely to spend the time doing. They are therefore useless and a waste of the designers’ efforts. Why design something in to a game that will be useless?
I still don’t see this as adding value to motivate anyone to spend time hunting dragons. It would be a nice bene, but not worth doing for a handful of something that I already have plenty of.
