Drowned vault NPC's don't drop the craftable scale anymore with skinning knife

[Scales do not drop from Fish NPC after using a skinning knife, only devolved]
These are the ones used to make the Specialty healing bandages and aloe pot, as well as the improved fishtraps

Please provide a step-by-step process of how the bug can be reproduced. The more details you provide us with the easier it will be for us to find and fix the bug:
1.Kill drowned fish NPC’s
2.Using a ( starmetal) skinning knife
3.Random harvest
4. Killed every NPC and no Scale
