Yes and no! If our attributes can do everything then many features of the game would be useless. If we go back to the old attribute system, the old armors, old thralls and old legendary weapons then this was possible, but at the same time bearers were totally useless. A player even in pvp servers could combat overencumbered and easily win a 1v1 fight, or avoid a hoard of pvp players and escape.
I do agree that full encumbrance builds especially when over encumbered needs “fragility”, the more you carry the easier you die. I believe that percentage points of over encumbrance should reduce hp points, something like corruption is doing right now.

A player who will build full agility, 2 points on vitality, 2 points in grit, 4 in expertise, agility buffs, dragon bone armor with bulked plating, tulwar and shield, can solo the whole map alone over encumbered. With a little patience of course, but certainly solo, even the freaking rockslide
. But again, with patience, your dodge now is slow, your stamina regen is slow, so you cannot enter like a hurricane and slay everything in seconds, your attacks must be methodical and your aggro really careful. So it is again possible to play full encumbrance and loot all around the map, yet i wouldn’t recommend it. I play full encumbrance for very specific reasons now, harvesting materials, build something big or go to my surge wheel to bring back my new population and loot.
