I know and I get you.
That’s why the mention about wanting the bread buttered on both sides. Because based on my explanation, as you said, there is nothing to do about approach and preferences of majority of PvP players, who just don’t give a flying heck about your balance improvement ideas. While some of those reasons I understand, with most of them I don’t agree and I would like to see the same improvements as you.
It’s just that years and years in this game taught me, that some things you won’t get. And that is not about having a bad idea of involving something else, but about the fact of player base having some mindset, for which is PvP mode created. About the fact that griefers are gonna grief. About that so said “hardcore” PvP players won’t nod on this, nor will participate in the attempts of tendering the game, so everything is more equal - because they do not want equal. They mostly thrive on exploiting, playing rough, wiping servers, killing noobs, raiding starting bases and not giving a damn about other players overall.
PvP on officials is toxic environment.
That is also a reason I retired and do not play PvP anymore, because it’s just not worth it to me. Also I know that I can’t change people’s thinking and preferences, no matter how good I mean and how awesome it would be, if people were more fair and played the game “my prefered way” 
I did not want to imply that your ideas are wrong and that you have no choice than to go to PvE. It is only about getting to the point where you need to accept the terms and reality as it is, because devs won’t go and change something on which their game thrives, so they would lose a big part of player base.
Another solution that occurred me is trying to establish something like this on private server. Many admins on those don’t tolerate griefers, cheaters and a-holes in general and on their servers are strict terms and rules about raiding and PvPing others, so there is no picking upon weaker ones, etc.
