How do I explain that it does all matter, it is all cumulative. And what everyone else is doing on the server makes a big difference.

If everyone on the server is having the same issue simultaneously it’s obviously a server issue. And since it is not constant it is something that is has specific cause. Till funcom can figure out what is causing it by knowing what all the variables are they will never be able to fix it.

Not saying it’s not how the game is running on the server, but with out finding out what all the variables are the solution wont be found. Till you know what Bob on the other side of the map is doing you can’t rule out something he is doing is causing the issue.
