Fish & Shellfish traps don't work after bait has been used. [#108721/19619]

Steps on how to reproduce issue:

  1. Place traps.
  2. Add bait.
  3. Wait.
  4. Once bait is used up. Loot all from trap.
  5. Wait some more.
  6. Trap will no longer catch fish without bait.
