Private server, no mods, TestLive version (398570/34354)
Currently followers (only tested thralls) are not keeping up with me on my horse. They don’t teleport back nearly as often as they do in the current Live version (2.8). I feel like this happened in the past, maybe back in 2.5-2.6 and it was fixed so that thralls would teleport to you more often. I’m not entirely sure if this is an unintended consequence of the 3.0 changes (bug) or a recent decision. 
Please give thralls better running shoes, it’s no fun waiting for your thrall to catch up on every encounter.
