We have our own server.
I tried to start the Freya quest and looked at the three bodies. Read the note. Went back to Freya and she is just stuck on “returning home” and only asks “Did you find anything out” and will not progress the questline. I went to Stormwatch and grabbed the journal thinking maybe that would prompt her to continue, but no. Still stuck on returning home and “did you find anything out”.
Same issues with Liu Fei quests, they can’t progress even if you’ve done the tasks.
I’m stuck on the meeting freya at her hovel to go hunting small prey, she’s stuck on returning home, all she will say her blade is too heavy and goodbye are the only options…this sucks 
Same here. Private server, no mods.
If Freya quest gets stuck, than do a Liu Fei quest, if Liu Fei quest is stuck than do a Freya Quest.
Doing this has always fixed it for me in the past.. if both quests is stuck than all I can think is to pray to Crom.
In the past, one of the things that would bug the quests was having both going at the same time. The last time that happened to me, I had to use admin commands to clear my quests and start over. (A friend hosts the private server, but gives the few friends that play on it admin pw so we can fix problems/adjust settings ourselves without bugging him.)
Ktinga, could you please help me by explaining how you use the admin commands to reset a quest? I’m stuck on this problem aswell

I didn’t do anything, but she started advancing the quest again today. Maybe it just needed a server restart? My admin sets it to restart every day, even if there are no updates.
Did you still have the note with you? I threw mine away in frustration. Our server restarts once a day too but still not working at all for me. Neither Freya or Liu Fei
I think I had thrown away the original one I had gotten, but I might have picked up another one before going back. Not sure.
