Are there plans to add more Off-limit zones or expand the ones currently here in 2.3? Because I moved close to the tower now, in the storm, plan on building big… and would really not enjoy having to move in a month.
No indication either direction, so the only thing you have to go on is pure speculation. My guess is that they would adjust the building blocker zones as time goes on if players are finding ways to build in areas not originally intended (they did this a couple of times during 2.3’s Testlive).
As the Isle of Siptah is still in Early Access, I would advise caution and consider everything subject to change.
