Bug Reproduction:

Unsubscribe to all mods, join a modded server, wait until it downloads everything. Once it is done, the game will restart, and when it tries to join the same server again, it downloads more mods that were not on the list. Doesn’t always happen, but it happens often enough.

It’s a known issue. I can not even launch SP game after trying to join modded server, had to reinstall CE. They are trying to find solution.
