Bug Description:
I downloaded 10 DLCs for the game and they are not unlocking at any level. I did the walkthrough with Microsoft and they said contact game devs directly as to why the content is not unlocking. Character is level 60.
Expected Behavior:
I love the game building and would like to build with additional content.

Steps to Reproduce:
Download the DLCs and try to unlock in game at appropriate levels
