Getting agro in friendly city

I keep getting attacked in the city for no reason. Weapons amd tools all put away, no beast chasing me, been in the city 45 minutes, didnt attack or talk to any NPC. Just walking thru town and get attackex by 5-10 NPCs of different races. Has happened in several diferent places that are open for exploration. Ie niy the prison or fenced of area.

If you go near the prison they will attack you, if they see you take stuff from chests they will attack sometimes

I totally got the chest pull. I was wondering what caused a mob to arrack me. :i

There’s also 6 or 7 guys at the bonfire with the dancer thrall that attack on sight. Learnt that the hard way.
