I just checked and that ghost looks fine. I hate to be that guy but I’m pretty sure the first question anyone is going to ask you is… are you using any mods? 
Yes i’m using mods. Come this issue from a mod? i don’t know. 
Just checked my private server and the ghosts are fully ghosty, it is either single-player or specific mod related. Are you using any lewd mods 
It’s probably an issue with one of the body modification mods that alter the look / shape.
The mod authors the self say that you might get weird cuts or lines in characters if a armor piece isn’t shaped for the new body yet so maybe the “ghostiness” is actually an armor / outfit and not an individual character?
Do you happen to have the Aquilonian Passion Body installed? That might cause it.
No i haven’t the aquilonian passion body installed. I have the female body and armor mod and the jiggle physics mod installed. i think this one or two mods make this issue. 
Ok, thanks for this info. I think the mods female body and armor and jiggle physics makes this issue.
