Bug Description:
I ran into Gilzan near the Dawn Gate. He seemed lost.
I noticed this the other day as well.
I just thought back to how he used to have dialogue lines where it sounded like he talked you into exploring a ruin in the city that turned out to be more dangerous than expected. Figured that this was a new instance of him being placed there in preparation for something that would reintroduce the dialogue.
