What could you do? Plenty of things. You can start with improving the existing strengths:
- Damage glancing is a good idea, but it should be improved to offset golem’s weaknesses.
- Farming should be made more autonomous, so you don’t have to stay in the area. They could use the same catch-up logic that the crafting stations use.
- The effects of specialized golem parts – tar coating, brimstone coating, lightning rod, etc. – should be improved to be actually useful.
On top of reason, I like good game design. Making everything samey is bad game design, no matter how you spin it.
Do you want the game design answer or the lore answer? From the lore point of view, @erjoh’s explanation hits the nail on the head. From the game design point of view, I’ve already explained it several times. It’s not my fault that players like you don’t give a shіt about good game design and only use it as an excuse when it aligns with their whims. 
I don’t play on PVP servers, but that’s irrelevant. Improving the PVP usefulness of golems does not require you to be able to repair them. You won’t see anyone saying “pets are too weak to be used for PVP, therefore I should be able to make them use maces, spears, and swords”.
That’s pretty much the problem that plagues the whole sorcery system in Conan Exiles.
