Bug Description:
New height limit for placing thralls is lower than topography
Bug Reproduction:
Find the highest places on the map that are buildable, such as M6 and try to place a thrall on the ground. Or build even a small base on Heliograph Heights. You will not be able to place a thrall higher than 4 foundations above the ground there. Many places on the map now practically useless for bases due to being unable to place thralls, even if you can build there.
