I just noticed today that Heker The Henpecked who is an edgesmith can make Legendary repair kits in the Tinker’s bench, I know tempersmiths are supposed to, but is this an intentional change or a bug?
So it is probably a bug that he can craft legendary repair kits, I kinda guessed so, still I will take advantage of it while it last
