When conan exiles first came out correct me if im wrong BUT I distincly remeber there being absolutely no human enmies enelss u did the surge wrong or right?
When Conan Exiles first came out, there was no such thing as a surge. There were human enemies when Conan Exiles first came out.

The exiled lands always had people. If youāre talking about the isle of siptah, it was originally made so that the only way to summon thralls was through a surge, but player feedback changed their minds and the map was released with thrall camps.
Not that it matters now but originally there were wild surges that happened around the map in certain spots. No player action required.
As luck would have it my first time on Siptah I built my first base directly on such a spot. I was very much not prepared for the waves of npcs dumped on said base almost immediately.
As a bonus for some time I thought the surge was simply targeting my base like a purge would. Didnāt realize I had simply built on the surgeās spawn spot.
