Can anyone help me find a substantial upgrade for this PC on Amazon with a 1500$ budget?
I think this game is gonna burn down my current PC its struggling bad.

You would be surprised what you can find available in mini-PCs for a substantially lesser cost and still come out with one better than the recommended.
Don’t know a ton about PC upgrades but I have been a fan of Ryzen for some time now since my first Ryzen CPU. I have no issues with this game on all settings ultra other than a reflecting graphical bug but that is only in Conan. I can play GTA5 no problem, COD, Etc… I have not found a game yet to drag my PC down and this was just a Walmart PC for around 1,000 dollars.
From looking at your specs, maybe a better CPU would resolve your issue you have plenty of ram and plenty of hard drive space; but I am no expert someone more knowledgeable may be able to help!

I think your processor is bottle necking you (possibly graphics card as well), otherwise the rest looks great.

and i have no problems( i just run the game on low settings).
My rig is worse than OP’s pc. and yet this is a sample of what i look when i play..
i kinda believe that OP needs to update all his drivers. @ Op have you done that?
Keep your mouse, keyboard and monitor (and headset if you use them)..
Go to Amazon and check out their Mini-PC lineups.
You will be surprised what you can find that can more than handle this game for less than 700.
That’s right, I said “less than 700”.
Possibly driver issue, are all your drivers up to date if @Ragnaguard can run it with worse specs ( self claimed ) you should be able to manage? Not sure, but just a suggestion maybe save you a buck.
