If you own one or more DLCs, you gain access to them any other way you normally would.

You do have to level up and distribute points to use them. Not sure if you could use his admin panel or not never tried it.

You can use the admin panel if you own those DLCs, yes.

If your friend owns the DLC, he can create the pieces (normally or via admin panel) and trade them to you. This is perfectly fine and allowed.
