Imbue Wisp can only be cast once per server reset

Basic Info:

Platform: Steam
Issue Type: Gameplay
Game Mode: Online Official
Server Type: PvP
Map: Exiled Lands
Server Name: Official #1771
Mods: none, official server.

Bug Reproduction:

Cast Imbue Wisp. Cancel Imbue Wisp. Cast again, your character will go thru the motions, but the spell effect does not take place 99% of the time. Reboot the server process and wash, rinse, repeat. I’ve encountered this on official servers and self-hosted LAN servers. I know this is a minor bug, but one I’d really like to see fixed and I hope it’s low-hanging fruit for a dev to address. =)

The wisp issue persists the same for PlayStation also and it has been ignored for over 2 years.

To put that into perspective, the game is 7 years old right now.
