Testlive, dedicated server, no mods.
This character is level 60. On the server selection screen, various numbers pop up in the Level column, in my case, anywhere from 23 to 60. Wile the number is quite random, the ‘randomness’ is consistent.
I have not tested this on live.

I haven’t spent enough time on live servers to say from memory, but I know this bug affects Testlive Official servers.
This happened to me on live official server. Refreshed about 10 times, kept getting level 27 instead of 60. Very nervously logged in but my character was fine, correct level, stats and feats.
This happens on PS4 official server list as well. It’s been happening since I started playing when conan was free on PlayStation Plus (which I think was like April 2019).
I mentioned it on the forums in some thread at some point in 2019. I believe it was said then that it’s a known issue.

Wasn’t actually reported as bug in the thread but all knew it was an issue then.
