Interactable Dagger to learn the feat "Dagger of the grey ones" is discolored

There is a dagger imbedded in a stone that can be interacted with. It lets you learn the feat “Daggers of the Grey Ones”

It is discolored. It rests in a pool of blood, standing on its tip, but the entire dagger, handle and all is crimson red, blood colored.
