Is DLC not available on Enhanced?

I noticed with a new character that my purchased DLC is not loaded. Every time I try to click a DLC to select it in the launcher it just opens the steam store page for that item.

Is it not available, or is there some way that I need to select it?

Mine is right there, all 3 tons of it to sort though.

Relog, verify files.

I had to uninstall and reinstall it to have it show up.
