Because saddly a lot of pvp players do not know how to properly build a pvp base. Most peoples buildings you will find on servers are easy raidable. Also a lot do not really care. They are just there for the fight and are confident enough to go out and defend their base.
But some people love to build and building a proper pvp base that can hold of damage for a long time is something you can´t easily do or learn. It takes knowlegde and experience. The more people try to raid you the more you analyze their behavior and the more you learn about structure integrity and how you can adapt your buildings. There are people like me in the pvp community that make it their goal to build a base that is strong enough to withstand heavy bombing. I personally quitted pvp when 3.0 cam out but I can proudly say, that during almost 6 years of pvp play we where only raided 3 times completely into the ground and every times the raider got no loot (except one time where we went all offline at 3 am in the morning because the next day was server wipe) which made them absolutely furious. We often played weeks on a server without getting raided, because people where afraid of us, although most times we where not more then 4 to 5 people in the clan and often I was the only one online during raid time.
When people are mad they do not care about waste of material. A lot on pvp is hidding your weak spots and making you a bigger oponent as you really are.
Playing and raiding on privates vs officials is a little different. And why should you spent more material on a base that is easily raidable. You better safe your bombs for the real targets.
