Is the purge meant to spawn outside green wall

I have a base close to the green wall, and the purge spawns outside of it.
When It does I obviously cant go outside it to get them before they enter my base. Are there any work arounds?
Is it even supposed to spawn outside the wall if it’s inaccessible
