After building the bar and placing a barkeeper at the bar, I hired Isscar the Sellsword but he isnt spawning anywhere. Is there something I’m missing?
When I go back to the bartender, the dialog shows Isscar is currently hired with a time limit left to access him. However, he’s no where to be found.

He should be at the bar, but if you have seats anywhere in the vicinity, double check. I’ve never seen him not sit at the bar, but i imagine if it’s full already, he may be elsewhere. Check all rooms and stuff. I had some “end tables” that were actually seats in another room and found thralls sitting on them, so it’s possible he’s somewhere you’re not looking.

Can only repeat for emphasis what jmk1999 said: Look everywhere, including other levels of your base, the roof and so on. The radius of the bar isn’t really large, but large enough to allow NPCs to wander into other buildings or areas. He managed to hide from me, too.
Ah… the beauty of ship building… 
Can be good for tax purposes.
P. S.: Or luring people to the Exiled Lands. Come to think of it, Toth-Amon should switch from abducting people to just inviting them to tax-free shopping trips. That always draws a crowd.
