I play on an official pvp server and killed someone yesterday and got a starmetal skinning knife from them it had 936 durability with no fitting on it but when I make a star metal skinning knife from a garrison blacksmith bench with a tempersmith it only has 720 durability. Where does the extra 200 durability come from, and how do i make or get tools with more base durability then a tempersmith can give?
Have you tried to apply an Advanced Reinforcement Kit to your skinning knife? That alone will add an addition 150 durability.
Yes i understand you can add reinforcement kits but i was wondering how he/she got the base durability higher than you can get with a tempersmith
Well you made that with your tempersmith and it had a durability of 720. Adding the reinforcement kit would give it an additional 150. 720+150=870 so that alone would answer your question. Now, I am not sure what they did to make it 936. But simply put, you can easily get the durability higher than what your tempersmith can do, as shown above. So I am not sure what you are still asking. 
I am asking how you make a tool with a base durability of 936 because if i can make a tool with 936 durability then add a reinforcement kit it would give it additional durability: 936+150=1,086. that’s why I am wondering how you get higher base durability
It was probably a legacy skinning knife that they added a reinforcement kit to and removed a couple of times (before that exploit was fixed), boosting it’s durability. I bet you will find their skinning knife is also heavier than the one you can craft. I doubt it can be duplicated so just enjoy it while it lasts.
