Details:
This journey step doesn’t activate regardless of whether or not the NPC’s at the camp are attacking you. Normally, this step only activated when you had aggro at an Exile camp.
Reproduce:
Start new character. Run to any of the exile camps along the river. Engage in combat with NPC’s.
