Journey Steps UI appears after being disabled after each login

Bug Description:

Journey Steps appear on the UI after logging in if they are disable in settings. Completing a journey step will make them disappear or by turning them off and on in settings.

Bug Reproduction:

Activate a journey step, disable journey steps in settings, log out (main menu or quit) and log back in and the journey step will be shown on UI.
