Ideally yes. But there needs to be some tweaks (that are known, so hopefully this will be in a nearby update) done so they don’t needlessly run away when its a fair fight on the ground.
But people do incorrectly wish that they could sit there and pluck arrows into a NPC with no means of consequence returned. I’m pretty certain if the mechanic worked in reverse they would cry foul if they suddenly got rooted in place and shot to death by a NPC that was up high in a place you had to climb to. We get out of range or into cover when shot by in accessible NPCs, why shouldn’t they do the same? Why should they try futilely to fight when there is nothing they can do?
If anything, NPCs should turn tail and run away more frequently, not so much to reset but to get help. So if you sit on a cliff and shoot a swordsman, he runs back into town and grabs 20-30 people shooting arrows at you and you drop like this:

And with the lowered health pools making fighting someone before they can get away being more viable, they definitely should look into making that happen.
